Ukraine adopts EU’s Design-Build for faster recovery

The Ukrainian government is launching an experimental program under which contractors will take responsibility for both designing project documentation and executing construction work, according to a Facebook post by newly appointed Prime Minister Yulia Svyrydenko on July 20.

“We are launching the experimental ‘Design and Build’ project. It will enable faster construction or restoration of housing, hospitals, schools, and other critical infrastructure,” Svyrydenko stated.

The project will transform the construction approach, with the state holding tenders not just for design but for the complete “turnkey” implementation of projects.

“This is a European practice known as Design-Build, a mechanism long used in the EU as an effective approach,” the premier added.  

“Contractors will be responsible for both project documentation and construction work.”

The two-year project will be overseen by Minister for Communities and Territories Development Oleksiy Kuleba and his team, alongside the Restoration Agency.

In 2020, President Volodymyr Zelenskyy initiated the National “Great Construction” program to rebuild and develop social and transport infrastructure, including roads, schools, kindergartens, and stadiums. 

In 2022, the program expanded to modernize international border checkpoints with electronic queues and upgraded perimeters to expedite the movement of people and goods.

In November 2022, the “Points of Invincibility” project was launched, creating a network of centers equipped with generators, heat, water, communication, internet, and rest areas. 

Zelenskyy also announced plans to modernize Black Sea and Azov Sea ports, develop high-speed rail connections, upgrade locomotive fleets (GE Evolution), and advance digital hubs and technological infrastructure presented to international investors.
