Reuters said Rezaei’s statement is the clearest sign yet that a deal with Oman would not automatically lead to immediate reopening of the waterway unless the United States also fulfills its commitments under the memorandum of understanding President Donald Trump signed in Versailles in June.

The Wall Street Journal reported on Aug. 9, citing U.S. officials, that Trump had planned for weeks to declare victory in a war with Iran if Tehran fully reopened the strait and was prepared to do so without a nuclear deal.
