According to Kovács, a Ukrainian agent was developing ties with Hungarian political opposition.
“Two more Ukrainian spies have been identified by Hungarian national security services…,” the secretary said in a Twitter post.
“Roland Tseber, an illegal officer of Ukrainian intelligence, built ties with opposition figures; István Holló is under criminal investigation for espionage.”
Kovács said Tseber organized meetings with political and military figures to influence Budapest’s stance on the Russo–Ukrainian war, prompting a ban on his entry into Hungary in 2024. He added that Holló, a Ukrainian citizen, was allegedly gathering military and energy-related intelligence for Kyiv.
The official described these alleged activities as “a classic influence operation aiming to discredit Hungary internationally and pressure the government to shift its Ukraine policy.”
On May 9, Hungarian Foreign Minister Péter Szijjártó announced that Hungary is expelling two Ukrainian diplomats accused of “spying for Ukraine.”
The same day, Ukraine’s SBU Security Service reported the first-ever exposure of a Hungarian military intelligence network operating in Ukraine. According to investigators, the agents were gathering intelligence on military defenses in Zakarpattya Oblast, studying the region’s air defense systems, and probing local sentiment regarding the potential occupation of the region by Hungarian forces.
