During the meeting, Putin praised Russian forces for innovations in drone and electronic warfare technologies, seeking to portray the Russian military as technologically advanced and capable of adapting, ISW said.
The think tank suggested that Putin used the meeting with military personnel to project strength during Russia Day celebrations following the scaled-back Victory Day parade on May 9 and Ukraine's successful long-range strikes on St. Petersburg during the St. Petersburg International Economic Forum from June 3 to June 6.
Putin said Ukrainian drone strikes were an attempt to "sow discord" within Russian society and inflict economic damage. He claimed Russia was strengthening its air defenses and "recovering quickly" from Ukrainian attacks while threatening retaliatory strikes against Ukraine. Putin also acknowledged that Russian forces were not advancing "as quickly as we would like," but said they were making gradual progress every day.
"Putin likely chose to acknowledge some of the setbacks Russian forces have faced in order to appear more aware of battlefield realities in the eyes of Russian servicemen who have directly experienced these failures," ISW said.
At the same time, the Putin did not address the full scope of the military challenges facing Russia. He did not mention that Ukrainian counterattacks have yielded tactical gains for Ukraine's Defense Forces in Zaporizhzhia and Dnipropetrovsk oblasts since March 2026, while the pace of Russian advances has slowed since November 2025.
Ukraine has intensified strikes against Russian logistics, military equipment and personnel since the spring of 2026, hindering Russian offensive operations and creating transportation difficulties in occupied territories, the analysts concluded.
