Investigation identifies two men behind attack on TCC officers and police in Lviv

One of the suspects was identified as 28-year-old Roman Stehnii. He had previously been repeatedly held administratively liable, and in early 2020 was convicted of stealing a mobile phone, headphones and a bank card.

The 80th Separate Air Assault Galician Brigade confirmed to Slidstvo.Info that Stehnii served in the unit until June 2023, when he transferred to another military unit.

As of early June 2026, he was still serving in the military. This is confirmed by a ruling of the Horodnia District Court in Chernihiv Oblast, which found that Stehnii had been caught on duty while intoxicated on April 13, 2026.

Since November 2023, he has regularly posted photos of himself in military uniform on Instagram.

Stehnii had previously faced legal issues. In April 2020, he violated COVID-19 quarantine restrictions by gathering outdoors with other people. The court issued only an oral warning.

In May of the same year, according to the Sykhiv District Court in Lviv, Stehnii used abusive language and pushed a National Guard serviceman near a school. The court found him guilty of an administrative offense but did not impose a penalty because the statutory time limit had expired.

Earlier in 2020, Stehnii was also convicted of stealing a mobile phone, headphones and a bank card. He later sold the stolen phone to an acquaintance. After reaching a reconciliation agreement with the victim, the court fined him 850 hryvnias.

Another detainee is Oleh Havrylov. According to Slidstvo.Info, he is a serviceman and drone operator who served on the Kramatorsk front. Investigators allege that during the clash he punched one police officer and sprayed pepper spray into another officer's face as police attempted to disperse the crowd.

On July 10, the Sykhiv District Court placed him in pretrial detention. He is suspected, among other charges, of assaulting police officers and hooliganism.

Attack on military recruitment officers in Lviv on July 8

On the evening of July 8, a group of people on Chervonoi Kalyny Avenue in Lviv blocked, damaged and overturned a vehicle belonging to servicemen from the Sykhiv District Territorial Center for Recruitment and Social Support while they were detaining a man wanted for evading mobilization.

The incident prompted a strong reaction from officials and public figures. Presidential Office head Kyrylo Budanov criticized the attackers' actions and called for an appropriate law enforcement response.

Military ombudswoman Olha Reshetylova also expressed support for the servicemen. Ukraine's Defense Ministry described the attack as unacceptable, stressing that mobilization remains essential for the country's defense while acknowledging that its implementation requires improvement and that reforms are ongoing. President Volodymyr Zelenskyy called the incident "a very bad story" and condemned the treatment of people in military uniform.

On July 10, two participants in the attack publicly admitted their guilt and apologized.

Later that day, the Security Service of Ukraine and the National Police of Ukraine detained four more suspects in the attack on servicemen and police officers in Lviv.
