Former U.S. special envoy Keith Kellogg and former Vice President Mike Pence will attend an Independence Day prayer breakfast in Kyiv on Aug. 24, a source in the President’s Office told NV on Aug. 21.

Kellogg, who served as a Special Representative for Ukraine in 2025, earlier announced that he had arrived in Ukraine and took part in a Black Sea Initiatives event in Odesa.

“Had a very informative meeting on the Black Sea initiatives in Odesa,” he wrote in a Twitter post.

“Odesa is a place where warfare has changed.  The Russians now use jet powered drones against the seaport.”

Ukraine’s Infrastructure Ministry said Kellogg and a U.S. delegation inspected damage to Odesa seaport infrastructure from Russian strikes. Participants discussed further restoration and development of port infrastructure, strengthening the resilience of export routes, and ways to attract international partners and private capital to infrastructure projects, the ministry added.

Ukrainian officials added that the meeting also covered potential cooperation through the U.S.-Ukrainian reconstruction fund, established last year by the so-called ‘Minerals Deal’ Washington pressured Kyiv into signing.
