Kremlin attacks Europe’s Ukraine peace plan as leaders demand ceasefire

The Kremlin spokesman, in language typical of Russian propaganda, accused European leaders of talking about peace while “emphasizing their intentions to help the Kyiv regime produce new types of weapons.”

Five conditions for peace agreed on by Germany, France, the United Kingdom and Ukraine

Ukrainian President Volodymyr Zelenskyy said on June 7 that he met in London with UK Prime Minister Keir Starmer, French President Emmanuel Macron and German Chancellor Friedrich Merz in the E3-Ukraine format.

The leaders adopted a joint statement after the meeting. The document says that “Europe, as Ukraine’s unwavering ally, must play an important role in any settlement.” It also outlines five conditions the leaders said must be in place to achieve a “just and lasting peace.”

They are:

• An immediate and full ceasefire;
• The current line of contact must serve as the starting point for negotiations;
• Once the ceasefire takes effect, Ukraine must receive reliable and legally binding security guarantees based on commitments made in Berlin in December 2025 and in Paris in January 2026 — including the deployment of a multinational force in Ukraine;
• Russian assets will remain frozen until Russia ends the war and compensates Ukraine for the damage;
• Any agreement must protect European security interests, and any negotiating points involving the EU or NATO would require the consent of EU and NATO member states, respectively.

The leaders also supported Ukraine’s proposal for direct talks with Russia — with active U.S. and European involvement.
