Kirill Dmitriev, a Kremlin special envoy, said lifting sanctions against Russia would “serve U.S. interests,” arguing that Washington will “eventually” take that step, in a post on X on Feb. 19.

Dmitriev claimed that anti-Russian restrictions have “cost American business $300+ billion,” and that a “portfolio of potential U.S.-Russian projects” exceeds $14 trillion.

The United States imposed sanctions on Russia in response to its aggression against Ukraine and has repeatedly tightened them since the start of Russia’s full-scale invasion in 2022.

The measures target the financial sector, energy, the defense industry, specific banks and companies, as well as Russian officials and individuals close to the Kremlin.

Sanctions pressure on Russia is backed by European Union countries, the United Kingdom, Canada, Japan and other partners of Ukraine.

The European Union is preparing additional decisions on restrictions in 2026, including measures aimed at countering Russia’s so-called “shadow fleet,” which is used to circumvent oil sanctions and remains an important source of revenue for the Russian budget.
