Aviation market expert Bohdan Dolintse explained on Radio NV why Russian authorities decided to modernize Object 1335, a secret underground complex in the Urals code-named Grot that is linked to the Perimeter nuclear command system. The modernization was detailed in a Danwatch investigation conducted in cooperation with The Sunday Times and the Dossier Center.

The facility is a key part of Russia’s so-called nuclear triad and was specifically built as a hardened command, communications and support center for the operation of Russia’s entire nuclear umbrella.

It has protected communications systems and its own closed engineering infrastructure, allowing it to remain completely sealed off for months without any need for outside access.

The facility also has an autonomous life-support system and protection against electromagnetic pulses. According to its design, even if a nuclear weapon were detonated directly near the site, it is meant to remain operational and maintain command of Russia’s nuclear forces.

The facility is effectively located inside a mountain about 1.5 kilometers high, but precise information about its internal layout remains classified because the site itself is secret.

The modernization could point to several important developments.

First, Russia has recognized that its current system of so-called nuclear deterrence is outdated and requires a comprehensive overhaul.

Second, Ukraine’s strikes on Russia’s ground-based long-range radar detection systems have exposed a weak point.

This may be tied to the Russian authorities’ willingness and readiness to fund the development of more modern digital command systems for such infrastructure.
