Russian Foreign Ministry spokeswoman Maria Zakharova announced on Sept. 21 that Russia would not participate in the second peace summit that Ukraine plans to hold this fall, calling it "another manifestation of fraud of the Anglo-Saxons and their Ukrainian puppets."
Ukraine's victory plan
During the Ukraine 2024. Independence forum, Zelenskyy announced his intention to present Kyiv’s victory plan to U.S. President Joe Biden in September.
Zelenskyy stated on Sept. 18 that Ukraine had prepared all the points of the victory plan.
According to Bloomberg, Zelenskyy will insist that Biden provide an official invitation for Ukraine to join NATO and commit to the continuous supply of modern weapons as part of the victory plan.
Ukraine's victory plan is designed for quick decisions from Kyiv’s partners from October to December 2024, Zelenskyy said on Sept. 20.
Zelenskyy's victory plan consists of four key points, including security guarantees, operations in Kursk Oblast, weapons supply, and financial assistance, The Times reported on Sept. 22.
