Kremlin releases list of energy facilities covered by partial ceasefire

Released on March 25 and allegedly coordinated with U.S. officials, the list includes oil and gas pipelines and storage facilities — including pumping stations — power generation and transmission infrastructure such as power plants, substations, and transformers, as well as nuclear power plants and hydroelectric dam facilities.
Earlier, Ukrainian President Volodymyr Zelenskyy said his government had provided the United States with a list of energy facilities that would be covered by an initiative to hold off on attacks against energy infrastructure. Zelenskyy said the U.S. proposal calls for a mutual commitment: “We do not hit their energy, and they do not hit ours.”
Also on March 25, Kremlin officials said that following talks in Saudi Arabia, the United States and Russia agreed to implement measures ensuring a ceasefire on energy infrastructure facilities in both countries for 30 days, beginning March 18.
At the same time, Zelenskyy accused Moscow of trying to mislead both mediators and the international community immediately after talks in Riyadh, when it comes to the tentative deal to cease hostilities in the Black Sea.
“But, unfortunately, already today — on the day of the negotiations — we see Russians starting to manipulate the facts, attempting to twist the agreements and deceive our mediators and the world,” the president said at a press conference in Kyiv.
“There are clear statements published by the White House that everyone can see. And then there are the Kremlin’s false claims that a lull in the Black Sea is dependent on [lifting] sanctions and that the ceasefire on energy infrastructure began on March 18. Moscow always lies. And it depends on the world — on everyone who truly wants peace — whether they will let Moscow lie again.”
