The Kremlin is in the final stages of preparing a “memorandum” on the war in Ukraine, but will not disclose its contents to the media, Russian presidential spokesman Dmitry Peskov said.
Peskov warned against trusting media reports on the conflict, claiming there are “many fakes and outright lies” in circulation.
His comments come amid reports that Vladimir Putin told U.S. President Donald Trump on May 19 that Moscow was ready to work with Ukraine on a framework for a possible future peace agreement, including terms for a ceasefire if certain conditions are met.
However, Ukrainian officials said they were unaware of any such Russian “memorandum.” President Volodymyr Zelenskyy said Ukraine had submitted its own proposals to the United States and was ready to review any Russian response — but reiterated that a ceasefire must come first.
On May 27, U.S. Special Envoy for Ukraine and Russia, General Keith Kellogg, confirmed that Washington had received proposals from Kyiv and was awaiting a formal response from Moscow.
Russian Foreign Ministry spokesperson Maria Zakharova said Moscow was continuing work on its peace proposal.
