The Ukrainian military used U.S.-made ATACMS ballistic missiles to target a military target inside Russian territory, Ukraine’s General Staff said in a statement on Nov. 18.

“Despite continuous pressure from Russian offensives, Ukrainians remain resilient, demonstrating their determination to defend the homeland methodically,” the message said. It called the operation a landmark event and said the use of long-range weapons, including ATACMS, will continue.

Russian social media reports and state agencies said explosions were heard over Voronezh on Nov. 18. Propaganda agency Interfax said Russian air defenses shot down several incoming airborne targets. Another Telegram channel, Fighterbomber, said three to six ballistic missiles struck the city.

In November 2024, Ukraine first used ATACMS on Russian territory, hitting the 67th arsenal of Russia’s Main Missile and Artillery Directorate in Bryansk Oblast.

In January 2025, Ukrainian President Volodymyr Zelenskyy said that shipments of long-range missiles had enabled Ukraine to destroy Russian ammunition depots, command centers, and military equipment.
