Her statement comes after on April 11, 2025, the Ukrainian delegation arrived in Washington to continue negotiations on the potential resource agreement with the US.
The technical consultations were held with participation from both the Ukrainian Justice and Economy Ministries.
“I cannot share many details," she said.
"But the very fact that these consultations are taking place is a positive sign. At this stage, the Ukrainian delegation was able to present all of the proposals prepared and agreed upon in Kyiv. All of them were subject to discussion.”
She added that negotiations are far from over.
“I expect the talks will continue until we reach an agreement," Deputy Prime Minister for European and Euro-Atlantic Integration added.
"This is clearly not the final round.”
On March 31, 2025, it was reported that Ukraine and the US held their first in-depth discussion of a draft agreement on critical minerals originally proposed by Washington.
That same day, US President Donald Trump claimed that President Volodymyr Zelenskyy was preparing to reject the mining agreement, threatening some “serious consequences.” The source of this information was not disclosed, and Ukrainian officials have not confirmed it.
Zelenskyy, for his part, highlighted that Ukraine will not recognize prior US military aid as a debt.
On April 2, US Treasury Secretary Scott Bessent told Bloomberg that a Ukrainian delegation will arrive in Washington. He said Ukraine had “hired legal counsel,” and that the US side considered the agreement ready.
On April 4, President Zelenskyy said that Ukraine will be represented in the talks by a law firm, the selection of which was still in progress.
On April 8, Foreign Minister Andrii Sybiha said that Ukraine formulated its official position on the proposed minerals agreement and outlined its vision for the document’s content.
On April 9, the Ukrainian Cabinet of Ministers allocated 113 million UAH ($2.8 million) to cover consulting services related to drafting the agreement. The Economy Ministry received 59 million UAH ($1.5 million), and the Justice Ministry — 54 million UAH ($1.3 million), with a directive to immediately engage external advisors.
