The ministry denounced the “cynical” recruitment and use of Ukrainian citizens by the Russian intelligence services to carry out hybrid attacks, sabotage, and other crimes aimed at destabilizing Europe.
“Russia is trying to shift the blame for its crimes onto Ukrainians; we are convinced, however, that Ukraine’s partners understand that the source of these acts is the Russian Federation,” the statement said.
Alongside its full-scale war against Ukraine, the ministry added, Russia continues to wage a hybrid war against Europe.
“We stand ready to provide all necessary assistance to Polish authorities and our allies to establish the full circumstances of the incident, hold the perpetrators accountable, and develop a joint preventive mechanism against such criminal acts in the future,” the ministry said.
Earlier, Polish PM Donald Tusk said two Ukrainian citizens are suspects in the Nov. 16 railway sabotage, having acted on Moscow’s behalf. According to Tusk, both men entered Poland from Belarus; one was convicted in May in Lviv for sabotage on Ukrainian territory.
Polish officials reported damage on the Dęblin–Warsaw rail line on Nov. 16. Tusk called the attack “an unprecedented act of sabotage” on the Warsaw–Lublin route, a vital corridor for delivering aid to Ukraine, and said an explosion destroyed a section of track.
Ukraine’s National Security and Defense Council (NSDC) later said the incident bears the hallmarks of operations by Unit 29155 of Russia’s military intelligence (GRU).
