Law enforcement completes investigation into MP Dubinsky’s treason case

While the DBR did not name the suspects, the details of the case clearly indicate that Oleksandr Dubinsky is involved.

The DBR, in cooperation with Ukraine’s SBU Security Service, uncovered a criminal organization in Nov. 2023. Following the instructions of Russian intelligence services, the individuals organized activities aimed at discrediting Ukraine’s image on the international stage, worsening its relations with the United States, and complicating its integration into the EU and NATO.

Dubinsky was charged with state treason and participation in a criminal organization. He is currently in custody. The suspects also organized media events spreading false information about the Ukrainian government and its Western partners.

According to the investigation, the criminal organization was established by Vladimir Alekseev, the first deputy chief of the Main Intelligence Directorate of the Russian General Staff, and his assistant Alexey Savin. Preliminary reports indicate that Russian intelligence services spent at least $10 million on this organization.

The defense has been granted access to the case materials, after which the case will be forwarded to court.

Dubinsky’s state treason case

On Nov. 13, 2023, the SBU announced that it had gathered evidence to charge Dubinsky with state treason. The investigation alleges that he spread false information about Ukraine’s top military-political leadership, including claims of alleged interference by high-ranking officials in the 2019 U.S. presidential election.

The SBU stated that MP Dubinsky, known by the call sign Buratino, was a member of a criminal organization formed by the Main Intelligence Directorate of the Russian General Staff (GRU). The organization also included former MP Andriy Derkach, who fled abroad before the full-scale war, and former prosecutor Konstantin Kulyk, known by the call sign Ptichka.

Dubinsky faces charges under two articles of the Ukrainian Criminal Code:

• Article 111, Part 1 (state treason)
• Article 255, Part 1 (creation, leadership, or participation in a criminal community or organization).
  

On Aug. 3, law enforcement conducted searches at Dubinsky’s residence and charged him with organizing illegal border crossings. On Nov. 6, Kyiv’s Pechersk District Court placed Dubinsky under round-the-clock house arrest.

Dubinsky is also suspected of document forgery for traveling abroad. He faces up to three years in prison.
