Macron hosts Rubio, Witkoff in Paris to talk Ukraine

French President Emmanuel Macron met with U.S. Secretary of State Marco Rubio and Special Envoy Steve Witkoff at the Elysee Palace on April 17.

According to a statement from the palace, the talks focused mainly on negotiating a peace settlement to end the Russo–Ukrainian war.

U.S. representatives also were briefed on the “coalition of the willing”—a group of countries, led by France and the United Kingdom, that is developing plans to deploy troops in Ukraine to ensure post-war security.

UK National Security Advisor Jonathan Powell was also invited to attend the meeting.

Those present addressed other urgent issues, including the looming tariff war between Europe and the United States and ways to de-escalate tensions in the Middle East, the palace added.

On April 16, Politico reported that Witkoff was scheduled to meet with Macron while Rubio was set to hold discussions with French Foreign Minister Jean-Noël Barrot.

On April 11, Witkoff had a meeting with Russian dictator Vladimir Putin. Russian propaganda outlets reported the conversation lasted 4.5 hours.
