Disabled Ukrainians complain of getting draft notice; military stresses need for timely data updates

The delivery of draft notices to men with disabilities is a common complaint against military commissariat staff.

If a man received a disability after being enlisted or is not registered with a military commissariat at all, the military may not be aware of his health status.

Such cases are regulated by a decree of the Minister of Defense of 2022, which states that in case of changes in personal data, persons liable for military service must notify the military commissariat within seven days.

"That is, if men visited the military commissariat in time, there would be significantly fewer such cases," the military said.

“By the way, military records are also kept in local councils, ASCs and enterprises where men work, so the information should be submitted there as well.”

The government registered a new version of the bill on mobilization (No. 10449) in the Verkhovna Rada on Jan. 30. It proposes, among other things, to introduce draft summonses through the conscript's electronic office. Other innovations include lowering the conscription age to 25, setting the demobilization period at 36 months, introducing voluntary mobilization for convicts, restrictions on draft dodgers, banning civil service without military training, and more.

Bill No. 10449 on strengthening mobilization was passed in the first reading on Feb. 7.

The Rada's National Security Committee began considering the draft law on mobilization for the second reading on Feb. 27.
