"There are no formal defense guarantees in this agreement, but each new military assistance provided by the United States to Ukraine is considered a capital contribution," he said, according to news agency Interfax-Ukraine.
“This encourages the U.S. administration to continue and not to stop supplying us with weapons and intelligence.”
Shmyhal called on the legislature to ratify the agreement as soon as possible.
"We would be grateful if the parliament could ratify it by May 8. We are asking for ratification as soon as possible, but it is up to you to decide when such ratification can take place," said the official.
Shmyhal also noted that after ratification, amendments to the Budget Code of Ukraine would be required to allow Ukraine to invest part of the new licenses and new rent as a contribution to the Ukrainian-American Reconstruction Investment Fund.
On April 30, Ukraine and the United States signed the agreement establishing the Reconstruction Investment Fund, a 50/50 partnership to invest in Ukraine’s mineral extraction, oil, gas, infrastructure, and processing projects, with Ukraine retaining full control over its resources and their use.
The White House, on May 1, hailed the deal as “historic,” marking a first-of-its-kind partnership for Ukraine’s long-term economic success.
Deputy Minister and Trade Representative Taras Kachka said the agreement comprises 12 articles and a preamble.
