In an interview with Ukrainian TV broadcasters, Lubinets specified the figure includes only officially documented cases.
“We have managed to officially document more violations of the rights of Ukrainian POWs,” said the ombudsman.
“Unfortunately, these include executions and point-blank shootings. In 2024 alone, we confirmed that Russians executed 109 Ukrainian POWs.”
He added that in 2022-2023, a total of 177 such cases were documented.
Lubinets also pointed out that Ukrainian intelligence and law enforcement agencies regularly report numerous rights violations of POWs by Russian authorities.
“Regrettably, I could not publicly demonstrate these examples of blatant violations of international humanitarian law and the Geneva Conventions when we managed to document them—but we do what we can,” he added.
