Regional governor Pavel Malkov confirmed the “massive attack” and the fires at the oil refinery.
Malkov claimed that the attack also damaged a warehouse and a vehicle near another facility, without specifying which. Due to the scale of the drone assault, authorities ordered schools to cancel classes in parts of Ryazan.
The targeted facility is one of Russia’s five largest refineries, with an annual processing capacity of up to 18 million tons of oil. Ukrainian forces last reported striking the Ryazan refinery in September 2026.
President Volodymyr Zelenskyy told the Financial Times on October 15 that Kyiv will resume strikes on Russian oil refineries after Washington limited intelligence sharing and throttled Starlink service for the Ukrainian military.
Meanwhile, the Ukrainian presidential office denied claims by Moscow that Kyiv hit oil refineries in two Russian regions on October 14. Zelenskyy stated that Ukraine had paused all strikes on Russian oil refineries over the previous three days.
Trump announced on October 11 that an energy ceasefire between Ukraine and Russia was taking effect “immediately,” claiming both sides had agreed to it. Axios reported on October 12 that the ceasefire entails each side stopping attacks on oil refineries in both countries.
Several media outlets later reported that the Trump administration warned Ukraine and European allies it could suspend intelligence sharing and European purchases of U.S. weapons for Kyiv unless Ukraine stops deep strikes on Russian energy sites.
