The High Anti-Corruption Court press service confirmed receipt of the motion for a pre-trial restriction but said no hearing date has been set.
On Feb. 16, the HACCU ruled to keep Halushchenko in custody after reviewing only the legality of his detention, not the substance of the case. A SAPO representative told NV that case materials include evidence that Halushchenko intended to flee abroad.
The Anti-Corruption Action Center NGO reported that a preventive measure hearing for Halushchenko is scheduled for Feb. 17, with prosecutors seeking detention.
Arrest of Herman Halushchenko
Halushchenko was charged by the National Anti-Corruption Bureau of Ukraine (NABU) and SAPO on Feb. 16 in the Midas case for participation in a criminal organization (Part 2 Art. 255) and money laundering (Part 3 Art. 209) of Ukraine’s Criminal Code.
According to the investigation, a fund was registered in February 2021 in the self-governing British overseas territory of Anguilla at the initiative of a criminal group exposed in November 2025 to attract about $100 million in purported investments.
The fund was headed by a professional money launderer from Seychelles and St. Kitts and Nevis; Halushchenko’s family appeared among the “investors.”
While in office, over $112 million in cash from unlawful energy sector activities reached the group via a trusted intermediary known as “Rocket.” Funds were laundered through cryptocurrency and the fund.
More than $7.4 million was transferred to accounts controlled by Halushchenko’s family, plus over 1.3 million Swiss francs ($1.7 million) and 2.4 million euros ($2.8 million) issued in cash or transferred directly in Switzerland.
NABU detectives detained Halushchenko on Feb. 15 while he attempted to leave Ukraine.
During the Feb. 16 court session, Halushchenko told journalists he was not charged when planning travel abroad to meet children living there long-term.
He called his detention political pressure but declined to name organizers, saying he was not hiding from investigators and did not understand what else he should have done to avoid arrest at the border.
Halushchenko served as energy minister from 2021 to 2025 and justice minister from July 17 to Nov. 19, 2025. He was dismissed amid the Midas scandal.
The NABU Midas probe concerns large-scale corruption in the energy sector, with businessman Tymur Mindich identified as a co-organizer.
