Tsyvinskyi led NABU’s Clean City operation earlier this year, which exposed and arrested several high-ranking Kyiv City officials for running a public land embezzlement scheme.
ESB’s mandate includes combating tax avoidance, protecting private business from unlawful encroachment by the state, and cultivating an attractive investment climate by enforcing property rights and contract law.
Results of the vote were announced during a live broadcast of the selection committee’s meeting. Three independent international experts on the panel backed Tsyvinskyi. His competitors, including a fellow NABU detective Mykhailo Burtov, received votes from the government representatives on the committee—but not enough to win.
Under the law, in the event of a tie, the votes of international experts are decisive. This rule made Tsyvinskyi the clear winner. The government now has 10 days to officially make the appointment. A Cabinet meeting where the decision can be finalized is scheduled for June 25.
Tsyvinskyi currently heads the third division of detectives at NABU’s Second Department. He began his career in law enforcement and was among the first 70 detectives hired when NABU was established in 2015. In his application, Tsyvinskyi stated that he has no political affiliation.
