Journalists report that a routine rotation of the FBI representative recently took place, and a new officer arrived in Kyiv. These rotations occur every four to six months, with the liaison continuously working at NABU under an interagency memorandum signed when the anti-corruption body was established in 2015. The officer has a designated office in the NABU building and is actively involved in all investigations, particularly high-profile corruption cases.
The cooperation memo is updated every two years. There was a brief pause after U.S. President Donald Trump took office in 2025, but the document was re-signed following a visit by NABU Director Semen Kryvonos to the United States for a meeting with the FBI Deputy Director Dan Bongino.
On Nov. 10, National Anti-Corruption Bureau of Ukraine (NABU) detectives carried out searches at the homes of businessman Tymur Mindich, former Energy Minister and current Justice Minister Herman Halushchenko, and the offices of the state nuclear company Energoatom.
NABU said it was conducting a “large-scale operation to expose corruption in the energy sector” together with the Specialized Anti-Corruption Prosecutor's Office (SAPO). The investigation contends that Mindich used his relationship with President Volodymyr Zelenskyy to exert influence over the Energy Ministry and run a money laundering operation within Energoatom.
By Nov. 12, Energoatom’s oversight board was dissolved; Halushchenko and his successor at the Energy Ministry, Svitlana Hrynchuk, were suspended pending a parliamentary vote to dismiss them.
