NATO leaders are discussing a pledge to “extend an invitation to Ukraine to join the alliance when allies agree and conditions are met,” the Financial Times reported on July 11, with reference to people familiar with the discussions.

The draft of the communiqué being discussed by officials would state that “Ukraine’s future is in NATO.”

The draft text also states that allies “recognize that Ukraine’s path to full Euro-Atlantic integration” has moved “beyond the need for the Membership Action Plan,” referring to NATO’s formal accession process.

The NATO summit will take place in Vilnius, Lithuania, on July 11-12. Ukraine is hoping to receive a clear signal regarding the prospects of a future membership in the Alliance.

Although NATO Secretary General Jens Stoltenberg has confirmed such a signal will be given, but no formal invitation for Kyiv to join the alliance is expected.

Stoltenberg also announced on July 10 that Ukrainian President Volodymyr Zelenskyy would take part in the launch of the Ukraine-NATO Council, without specifying in what format.

The Ukrainian government has not yet officially confirmed that Zelenskyy will personally attend the summit.
