The Hungarian Prime Minister Viktor Orbán’s government opposed language recognizing Ukraine’s efforts toward European integration, even though the other EU member states agreed that Kyiv had made progress in meeting Brussels’ requirements.
“The 26 member states are showing strong support for Ukraine, and Ukraine is fulfilling its promises,” Bjerre said, stressing that the wording in the draft statement was “fair and proportionate.”
German Minister for European Affairs Günter Krichbaum criticized Hungary’s move, calling it “more destructive” and accusing Budapest of deliberately obstructing EU decision-making.
Due to Hungary’s veto, Ukraine cannot officially begin accession negotiations. However, Bjerre noted that informal consultations on potential EU membership are already taking place.
During these discussions, Ukraine is receiving clear guidance on the required reforms, key objectives, and expected results.
Earlier, Euronews reported that on Dec. 11, Ukrainian and EU representatives approved a 10-point plan aimed at helping Kyiv prepare for EU accession despite Hungary’s opposition to the formal start of talks. The plan would allow Ukraine to continue reforms and hold technical-level negotiations, effectively bypassing Budapest’s veto.
