Fedorov explained that once martial law is lifted, Ukrainians traveling in EU countries will be able to use their domestic mobile operator’s rates without incurring additional fees for calls or internet access.
“This bill is the final stage before we begin negotiations with the European Union on joining the Roam like at Home policy,” Fedorov said.
According to the Digital Transformation Ministry, the legislation expands the authority of the National Commission for State Regulation of Communications and Informatization to extend the Roam like at Home service to Ukraine. The changes include enhanced control over network access, dispute resolution, and service compatibility.
In a notable update, European mobile operators will no longer need to go through full authorization in Ukraine if they do not provide electronic communication services, the ministry said.
The bill now awaits President Volodymyr Zelenskyy’s signature. Once signed, negotiations will begin with the European Commission to establish the unified roaming zone.
