Under the bill, lawmakers would amend the Budget Code to create a special fund to receive proceeds from the levy. The money would be used exclusively for the needs of the Ukrainian armed forces.
Sixteen committee members supported the measure and three abstained. The bill is expected to be brought before the full parliament as soon as April 7.
Zheleznyak said he hopes the next parliament will reduce the tax burden on wages.
In September 2025, the State Tax Service reported that Ukrainians paid UAH103 billion ($2.4 billion) in military tax in the first eight months of the year, about four times more than in the same period the previous year. The tax service attributed the rise to an increase in the military tax rate to 5% on Dec. 1, 2024, and to citizens’ responsible and timely tax payments.
Zheleznyak called the revenue growth “a historically large
increase in taxes, UAH58 billion [$1.3 billion] this year and UAH137 billion
[$3.1 billion] next.”
