By revising its list of critical infrastructure, the Ukrainian government has directed 800MW of additional generation capacity to households, meaning that rolling blackouts will be less harsh, PM Yulia Svyrydenko announced on Dec. 16.

Svyrydenko said the Cabinet of Ministers removed two categories of consumers from the critical list: those with capacity under 100kW and ones that powered non-critical consumers thought their local distribution networks.

“Consumers identified as noncritical during our review will now follow general outage schedules,” she wrote in a Telegram post.

On Dec. 9, Svyrydenko said Kyiv was preparing additional measures to reallocate electricity consumption and prioritize household over industrial users. She also directed local authorities, regional military administrations and municipal utilities to curb nonessential power use. “Additional lighting of buildings, streets, parks, decorations, and outdoor advertising in our cities is not a priority during this difficult energy situation,” she said at the time.
