Ushakov made the comment in an interview with Russian propagandist Pavel Zarubin.
He claims that "usually, a president or head of government who comes into power makes the first call."
According to Ushakov, the Kremlin is not "holding its breath" to negotiate with Trump about ending the war in Ukraine. However, they hope that eventually, some signals from Washington will be received.
Ushakov claims the Russian authorities are supposedly ready to listen to suitable proposals and "respond constructively."
According to him, the future White House administration has not yet contacted the Kremlin regarding preparations for a meeting between Trump and Putin.
In the Kremlin's view, the initial discussions are expected to happen behind closed doors at the administrative level, after which they will decide on "the subsequent development of dialogue, including a possible top-level conversation."
On Jan. 9, President-elect Trump announced that Putin wants to meet with him, and the organization of the talks has already begun.
