The ban covers data on processing and production volumes, deliveries, transportation routes, terminals, and storage facilities.
According to the decree, published on Russia’s official legal information portal, the restrictions will apply to information about Russian refineries targeted in drone attacks that have lost one-third of their refining capacity this year, the reported said.
The decree places “information on the volumes of processing and production of goods by a legal entity representing a Russian oil refinery” on a list of data to which access is restricted.
The ban also covers information about the names and quantities of exported energy products; sellers, buyers and intermediaries; financial settlements; delivery times and dates; vehicles used for transportation; routes; terminals; and storage facilities, including their geographic coordinates.
The decree indicates that the ban applies not only to government agencies, such as Russia’s Federal State Statistics Service, which publishes official statistics, but also to news organizations and any online publications. The only exception is information about a company’s own activities that the company itself discloses.
The Russian government has 10 days to determine which specific products will be subject to the ban, according to the document.
Ukraine’s General Staff previously said attacks by Ukrainian
defense forces on Russian oil refineries had disabled more than 45% of Russia’s
nominal refining capacity.
On Sept. 20, U.S. President Donald Trump repeatedly
urged Volodymyr Zelenskyy to halt strikes on Russian oil refineries during a phone call
between the two leaders.
