Rosatom and DP World agree to create new logistics joint venture

Russia’s state nuclear corporation Rosatom and global port operator DP World have agreed to establish a new joint venture, Interfax reported on March 27.

The deal will involve Rosatom’s subsidiary Global Logistics LLC, DP World Russia FZE, and PJSC Far Eastern Shipping Company (FESCO), in which Rosatom holds a 92.5% stake.

The joint venture will be created on the basis of Global Logistics, with the Russian side holding a 51% controlling stake. Rosatom will contribute FESCO’s assets, while DP World will provide financial investment, a Rosatom representative said without disclosing the amount. The agreement still requires approval from Russia’s government commission on foreign investment.

According to Rosatom, the partnership aligns with its strategy to develop a global logistics operator and expand the transport potential of both the company and the Northern Sea Route. The company said cooperation with DP World — which operates a significant share of global container ports — would provide Rosatom with access to international port infrastructure and help increase cargo volumes, including along the Northern Sea Route.

Rosatom and DP World previously established a joint venture in 2023, International Container Logistics LLC, with Rosatom indirectly holding 51% and DP World Russia FZE holding 49%. That venture was also aimed at developing the Northern Sea Route.

Rosatom was designated in 2018 as the operator responsible for developing infrastructure along the Northern Sea Route, including Russia’s nuclear-powered icebreaker fleet. The corporation is currently working on a feasibility study for a container shipping line and port hubs at both ends of the route to facilitate transit.

Global Logistics LLC, based in Moscow, was established in December 2025 and is listed as a holding company.

FESCO is one of Russia’s largest shipping companies, operating across ports in the Pacific, Atlantic, and Arctic oceans.

Founded in 2005, DP World is one of the world’s largest port operators and is owned by the government of the United Arab Emirates. The company manages more than 70 container terminals, along with ports, industrial parks, and logistics centers, with a combined capacity exceeding 90 million TEU.

DP World was a co-owner of the TIS Container Terminal at Ukraine’s Pivdennyi port from 2020 to 2026. In March 2026, the company sold its 51% stake to its Ukrainian partner, TIS Group.
