Rubio, Yermak discuss security guarantees for Ukraine

U.S. Secretary of State Marco Rubio and Andriy Yermak, head of the Ukrainian presidential office, met to discuss potential post-war security arrangements for Kyiv, Ukrainian public broadcaster Suspilne reported on Aug. 22, citing sources close to Yermak.

According to the report, they aim to finalize a framework agreement by the end of next week.

The meeting brought together Rubio, senior U.S. military officers and national security advisers from the UK, France, Germany, Italy, and Finland, along with representatives of NATO and the European Commission.

Ukraine’s work on security guarantees is proceeding on two tracks: political and military. Yermak is leading the political efforts, while the military track is overseen by National Security and Defense Council Secretary (and former Defense Minister) Rustem Umerov, Commander-in-Chief Oleksandr Syrskyi, and other defense officials.

Military guarantees under discussion include arms supplies, financial assistance, intelligence sharing, training, and joint exercises. A source told Suspilne that these talks are in their final stage.

The parties are also considering the role of a broad international coalition in deploying troops on Ukrainian soil once a durable ceasefire is in place. Of particular importance to Kyiv is a “back-stop” mechanism for emergency U.S. assistance, including enforcing a no-fly zone.

One of Yermak’s advisers said the political guarantees draw on the model of NATO’s Article 5 but go further by setting clear timelines and measurable commitments—financial, military, and intelligence—in bilateral, legally binding treaties that would require ratification by national parliaments.

A preliminary framework is expected by next week’s end. Formal signing and ratification would follow later.
