Russian authorities have introduced “counter-terrorism operation
regime” in Kursk, Bryansk, and Belgorod oblasts, state propaganda outlet RIA
Novosti reported on Aug. 9.
The move gives Russian security forces greater authority to try and keep public order as the Ukrainian advance in Kursk Oblast continues. The official explanation refers to "increased levels of sabotage and terrorist threats from Ukraine."
Some of the measures and restrictions include:
- Temporary relocation of residents;
- Increased security of public order;
- Enhanced protection of government facilities and critical infrastructure;
- Monitoring of phone conversations and other information transmitted via telecommunications systems;
- Limiting the movement of vehicles and pedestrians on streets and roads;
- Unrestricted access for security personnel to residential and other premises.
