The report notes that this number is higher than during any previous period of the Russo-Ukrainian war. Experts interviewed 60 Ukrainian soldiers who had been released from Russian captivity in POW exchanges.
The Ukrainian soldiers spoke of terrible treatment by Russian authorities, the inability to communicate with their families, and the lack of adequate food and medical care.
The UN emphasized that the Russian military continues to practice torture, cruel treatment, induced deaths, and total isolation detention.
“Moreover, during the reporting period, OHCHR received reports of the
apparent execution of at least 32 recently captured Ukrainian POWs in 12 separate incidents,” the document reads.
The UN also refers to interviews with 44 Russian POWs who, although not reporting torture at official detention sites, provided "credible allegations of instances of torture and ill-treatment of Russian POWs committed in transit places after
their evacuation from the battlefield."
OHCHR also confirms reports of violence by Russians against residents of occupied Ukrainian territories, including the killing of civilians, arbitrary detentions, and restrictions on freedom of expression.
