Russia prepares for multi-pronged offensive, adding 15 divisions in 2025 — President’s Office

In a comment to public broadcaster Suspilne, Palisa specified that Ukrainian intelligence suggests Moscow is planning to grow its military by 150,000 troops this year— roughly the equivalent of 15 motorized infantry divisions

“Their buildup is ongoing; the Russians have no problem with manpower,” said the official. 

“But it’s important to understand that these formations cannot all be deployed at once. They are expected to concentrate their efforts on the fronts where they can press their advantage.”

Palisa added that the increased pressure on the front comes amid discussions about a ceasefire—a process in which the Kremlin has little interest, except perhaps in the Black Sea, where a ceasefire remains “more relevant” for Russia.

On land, it is evident that enemy forces are slowly advancing by trying to force breakthroughs along certain sections of the front. 

“They are achieving some tactical successes, but at a very high cost,” Palisa said.

“If they can afford it, they will continue to prolong the fighting. While the enemy makes gains in some areas, we are counterattacking and achieving results as well.”
