Russia recruits Ukrainian teens for arson attacks — Ombudsman

Russia is recruiting Ukrainian minors to set fire to military vehicles deep behind the frontlines, promising "thousands of dollars" for the crime, Ukraine’s Commissioner for Human Rights Dmytro Lubinets said on June 18.

“The aggressor country does not shy away from using any means to achieve its goals, even exploiting Ukrainian children,” Lubinets said in a Telegram post.

“Currently, they are recruiting minors to burn the vehicles of military personnel in exchange for a monetary reward of several thousand dollars.” 

He specified the recruitment is done through social media. He noted that there have been documented cases of military equipment getting firebombed in Kyiv, Odesa, and Dnipro.

"This situation and the recruitment of children by Russia is another method to destabilize Ukraine," Lubinets said.

The broader destabilization campaign also recruits Ukrainian students to report false bomb threats at schools and other institutions across the country.
