Russia attacks energy infrastructure in five Ukrainian regions overnight — Energy Ministry

Consumers are partially reconnected as of this morning. Emergency restoration work continues.

The Energy Ministry is continuing measures to shorten blackout schedules, according to the official.

"We reviewed the lists of critical infrastructure facilities, which allowed us to free up nearly 1 GW of capacity," he added.

The government ordered unconditional implementation by Dec. 24 of the decision to direct the freed energy resource to household needs.

The deputy energy minister explained that this is one step to balance Ukraine's energy system and reduce electricity outage durations.

Overnight into Dec. 22, on Energy Worker's Day, Russian troops attacked two DTEK energy sites in Odesa Oblast. The facilities are significantly damaged and will take time to repair.

DTEK also said Russia carried out over 4,500 attacks on Ukraine's energy system in 2025.
