Russian central bank head Nabiullina vanishes from public life

Elvira Nabiullina, head of Russia’s Central Bank, has not appeared in public for an extended period, prompting media reports and online speculation that she may be preparing to resign, independent newspaper The Moscow Times reported on June 11.

A Russian Telegram channel, Mozhem obyasnit (We Can Explain), which says it has sources close to the Central Bank and the presidential administration, reported that Nabiullina is discussing the possibility of leaving the post she has held since 2013.

Sources said that Nabiullina is dissatisfied with the Kremlin’s direction. She is reportedly willing to remain in office until the end of her term in 2027 but would not be prepared to carry out her duties if measures such as martial law or border closures were imposed.

Her absence from the St. Petersburg International Economic Forum last week was described by the channel as a “diplomatic illness,” saying she informed the Russian leadership, “diplomatically fell ill,” and is awaiting a response from the Kremlin.

The Moscow Times also said there are renewed rumors about a possible resignation of Prime Minister Mikhail Mishustin, who has led the government since 2020. One version circulating online is that Defense Minister Andrei Belousov could replace him. Some Russian political analysts portray Belousov as a proponent of a “besieged fortress” approach and expanded state planning, viewing him as suited to an economy oriented toward prolonged war.

On June 10, Russian dictator Vladimir Putin held a meeting on ways to stimulate investment in Russia. Nabiullina and her deputies did not attend. Present at the video conference were Mishustin; Economy Minister Maxim Reshetnikov; Finance Minister Anton Siluanov; and presidential administration deputy head Maxim Oreshkin.
