Putin declared on June 21, his intention to establish "equal and indivisible security in Eurasia" and expressed his willingness to discuss this with the Shanghai Cooperation Organization (SCO), the Commonwealth of Independent States (CIS), the Eurasian Economic Union (EEU), and the BRICS (an intergovernmental organization comprising Brazil, Russia, India, China, South Africa, Iran, Egypt, Ethiopia, and the United Arab Emirates).
He also said that Moscow was ready to negotiate with European and NATO countries "when they are ready."
At the June 21 meeting of foreign ministers of the Collective Security Treaty Organization (CSTO) in Kazakhstan, Lavrov also stressed the need to replace the "Euro-Atlantic security system with a Euro-Atlantic" one.
He emphasized the need for joint efforts to implement this initiative with other multilateral organizations on the Eurasian continent, likely referring to Russia's attempts to increase cooperation with the Association of Southeast Asian Nations (ASEAN), as Putin expressed his interest in developing relations with ASEAN and included Vietnam in his proposed formation of a "new Eurasian security system" during his visit to Hanoi on June 20.
In his June 14 speech in China, Putin argued that the "Euro-Atlantic security system" is collapsing and that Western "plans for security and prosperity in Europe are not working".
ISW believes that Putin and senior Russian officials will continue their efforts to build a coalition against NATO while using information operations to discredit Western countries and their support for Ukraine.
