SBU confirms strike on Kupol plant in Izhevsk, key producer of Russian Tor, Osa air defense systems and drones

The plant manufactures Tor and Osa surface-to-air missile systems for Russia’s Defense Ministry and develops the Harpy strike drone. It is under international sanctions as part of Russia’s military-industrial complex.

According to the source, at least two SBU drones hit buildings on the factory grounds, sparking a fire.

“The SBU continues to carry out surgical strikes on Russian defense industry sites supporting the war against Ukraine. Each special operation weakens the enemy’s offensive capacity, disrupts military production chains, and shows that there are no safe zones for Russia’s military infrastructure — not even deep in its rear,” the SBU source said.

Russian state media previously reported a drone strike on the Kupol plant in Izhevsk. The Telegram channel Astra said the attack injured at least nine people. Russia’s federal aviation agency, Rosaviatsia, imposed temporary flight restrictions at the Izhevsk airport following the strike.

Alexander Brechalov, head of the Udmurt Republic, confirmed that one of Izhevsk’s industrial facilities had come under drone attack.

Andrii Kovalenko, head of Ukraine’s Center for Countering Disinformation at the National Security and Defense Council, also confirmed explosions in Izhevsk.

He noted that the Izhevsk Electromechanical Plant Kupol is one of Russia’s main manufacturers of Tor air defense systems and Harpy-A1 strike drones for the aggressor state’s military.

Meanwhile, residents of Saratov and Engels in Russia reported hearing explosions and air raid sirens. Additional drone attacks targeted Rostov, Taganrog, Novoshakhtinsk, and several districts across Rostov Oblast.

Russia’s Defense Ministry claimed that 60 drones were allegedly intercepted or destroyed over Russian territory and occupied Crimea overnight before July 1.
