The subgroups will address:
- Election administration and infrastructure;
- Security criteria for organizing and conducting elections;
- Ensuring voting rights for military personnel;
- Internally displaced persons, temporarily occupied and frontline territories;
- Participation of Ukrainians abroad;
- Information support, security, and pre-election campaigning;
- Fulfilling Ukraine's international obligations in elections.
On Dec. 23, 2025, President Volodymyr Zelenskyy said a referendum to approve a 20-point peace agreement to end the war could be held simultaneously with elections.
On Dec. 18, Zelenskyy said he was open to presidential elections in response to a U.S. request.
Parliament Speaker Ruslan Stefanchuk approved the working group on Dec. 23, with Korniyenko as head. Later, faction leader David Arakhamia noted the Central Election Commission had resumed work on the State Voter Register, signaling gradual election preparations.
The group's first meeting took place on Dec. 26, starting work on a bill to set wartime election procedures.
On Jan. 7, Zelenskyy said preparations for legislative changes on elections and referendums could begin in February, depending on U.S. talks and agreement on the 20-point plan.
