They said work on the plan remains ongoing and that any final agreement will require concessions from both sides, not just Ukraine. Several of the proposal’s key provisions, especially those involving territorial concessions, have already been rejected by Kyiv. Still, U.S. officials see a new “window of opportunity” to revive peace talks, the report said.

“Some of the points being circulated now—including some that appear weighted toward Moscow’s demands—are not final, officials said, and will almost certainly evolve,” CNN writes.

Earlier the same day, Kyiv confirmed that President Volodymyr Zelenskyy received the draft and would soon discuss it with U.S. President Donald Trump.

Politico reported on Nov. 18 that senior Pentagon officials arrived in Kyiv to present the Trump administration's latest proposal for halting the conflict and deepen military technology cooperation.

Axios reported on Nov. 19 that the Trump administration is secretly working with Russia on a new 28-point plan to end the war in Ukraine. An unnamed U.S. official said the plan is led by Trump's special envoy Steve Witkoff, who discussed it in detail with Kirill Dmitriev, envoy of Russian dictator Vladimir Putin.

The Economist reported that Witkoff's so-called "peace deal" appears to be Russia’s “wishlist” that Ukraine would reject.

The Financial Times, citing sources, reported that the draft document would require Ukraine to cede the rest of Donbas, including areas currently controlled by Kyiv. It also calls for halving the size of Ukraine's Armed Forces.
