Ukrainian Territorial Defense units will be used in defensive operations, reinforced with artillery and unmanned systems, Commander-in-Chief Oleksandr Syrskyi said on March 5.

Syrskyi said the brigades will receive air-defense missile equipment, heavy-caliber artillery, and unmanned ground systems. Brigades will move to a standardized force structure with an enhanced unmanned component.

The commander said the changes will increase the combat capability of Territorial Defense brigades and allow them to conduct defense more effectively.

“Our goal is to raise the combat readiness of the Territorial Defense Forces while reducing casualties,” Syrskyi said.

“Systematic updates to the structure and armament of Ukraine’s Territorial Defense Forces with additional strike capabilities and improved logistics are a sound investment in Ukraine’s defense during a protracted full-scale war.”

On Jan. 13, Syrskyi said the Ukrainian military reduced personnel losses by 13% during 2025 and largely prevented Moscow from executing its annual offensive plans.
