According to the report, at Baikal Regional Company gas stations in these regions, each customer is limited to purchasing no more than 20 liters of fuel.
"Restrictions have been in place since Oct. 21 and will remain until supply stabilizes,” the report said.
“The reason cited is delivery disruptions from major producers—Rosneft and Gazprom.”
Similar restrictions on fuel purchases have been established in Irkutsk, Angarsk, Ulan-Ude, and several districts in Buryatia.
“In Chita and Zabaykalsky Krai, similar measures have been taken at Kors network gas stations,” the article said.
“Fuel shortages have also been recorded at Gazprom Neft stations in Krasnoyarsk, where there are long lines for A-92 gasoline.”
Residents of Zabaykalsky Krai also report that gasoline has completely run out in some cities.
“In Krasnokamensk, for example, only one gas station is in operation, while others lack AI-92, AI-95, or diesel fuel,” the report said.
According to the journalists, the gasoline shortage has affected at least 57 Russian federal subjects. The International Energy Agency estimates, cited by Bloomberg, show that following Ukrainian drone strikes, Russia's oil refining capacity has decreased by approximately 10%, down to 5 million barrels per day. Russian refineries are not expected to return to previous capacity before the second half of 2026, according to the IEA.
