Their positions will be filled by service members who sustained injuries or concussions and are unfit for frontline duties due to health limitations, the statement reads.
Between 2022 and 2025, all TRC leadership underwent rotation, resulting in nearly 70% of TRC personnel having combat experience.
Additionally, about half of TRC staff are veterans wounded or concussed during combat operations.
On March 26, Ukraine’s Human Rights Ombudsman Dmytro Lubinets said he was prepared to present a report to parliament on violations by TRC personnel.
On Sept. 23, 2024, Defense Minister Rustem Umerov announced plans for TRC reform, stating that the Defense Ministry had tripled conscription targets.
On Dec. 10, MP Fedir Venislavskyi, a member of the National Security Committee, acknowledged “many problems” with conscription but said rapid reform during Russia’s invasion was unfeasible.
On Dec. 20, the Defense Ministry confirmed it was developing a comprehensive TRC reform plan.
