Trump’s new ‘peace deal’ includes cuts to Ukrainian military, giving up land

Washington has signaled to President Volodymyr Zelenskyy that Ukraine should accept a U.S.-negotiated framework agreement to end the Russo–Ukrainian war on terms dictated by the Kremlin, Reuters reported on Nov. 19, citing sources.

The 28-point agreement, according to the sources, would require Kyiv to relinquish certain territories and Western military equipment. It also includes a sharp reduction in the size of Ukraine's Armed Forces, representing a key Russian demand since 2022.

U.S. President Donald Trump is pushing Kyiv to agree to the main points of the proposal, according to the sources. The Financial Times reported that a team of current and former Russian and U.S. officials participated in drafting the plan, which is still in a preliminary framework stage.

U.S. Special Envoy Steve Witkoff shared the draft with Ukrainian officials this week. He met with National Security and Defense Council Secretary Rustem Umerov in Miami to discuss the document. People familiar with the plan said it would require Ukraine to cede the remainder of Donetsk Oblast, including areas currently under Kyiv's control. Additionally, the agreement calls for the Ukrainian military to be halved in size.

The FT noted the draft agreement includes the following conditions:

  • Reduction of U.S. military aid to Ukraine by relinquishing key categories of weaponry;
  • Recognition of Russian as an official state language in Ukraine;
  • Kyiv granting official status to the Russian Orthodox Church.

Ukrainian officials have said the document closely aligns with the Kremlin's maximalist demands and would be unacceptable without significant changes.

Earlier on Nov. 19, Politico reported that the White House might soon announce an agreement to end the war between Russia and Ukraine. Officials hope that all parties will agree to the framework document by the end of this month, and possibly “as early as this week.”
