“President Zelenskyy will be in Turkey on Thursday — I have just spoken with the Ukrainian side,” said Kellogg.
“We hope Putin will also attend, and then President Trump will be there. This could be an incredible meeting. We already have a term sheet — a list of conditions [for peace] we believe should be discussed. I think if the three leaders meet and negotiate, we could achieve peace fairly quickly.”
When asked what the list of conditions—previously discussed at diplomatic meetings in London and Paris—included, Kellogg outlined several key points.
"First, we want a full cease-fire in the air, at sea and for infrastructure on the ground,” he stated.
“Then we will move to the territorial issues—for example, we are talking about five major [Ukrainian] regions: Luhansk, Donetsk, Zaporizhzhya, Kherson [oblasts], and Crimea. The negotiations will address what the situation will look like. We want to begin talks on the territory where fighting has taken place.”
Besides territorial questions, Kellogg said the U.S. side proposes to determine future ownership and control over the Zaporizhzhya Nuclear Power Plant (ZNPP), and to agree e mechanism for returning Ukrainian children Moscow abducted from occupied Ukrainian territories.
Finally, the term sheet includes future involvement of Western troops in ensuring Ukraine’s post-war security.
“And we are discussing NATO involvement, specifically the ‘resolve forces’ — the British, French, Germans, and Poles — who could deploy forces west of the Dnipro River,” Kellogg added.
