The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) has issued a license allowing transactions involving the sale, delivery, unloading, and import of diesel fuel of Russian origin through April 7, 2027.

The authorization is outlined in General License No. 135, published by OFAC on Oct. 9.

Transactions involving Russian diesel had previously been prohibited under sanctions imposed on Russia in early 2022. The exemption will remain in effect through April 7, 2027.

The license does not authorize the withdrawal of funds from accounts at U.S. financial institutions that are owned by the Central Bank of the Russian Federation, Russia’s National Wealth Fund or the Russian Finance Ministry.

Earlier the same day, U.S. President Donald Trump announced that he had reached an agreement with Putin to supply millions of tons of Russian diesel fuel to global markets, saying the move would help lower prices before the November midterms.

Ukrainian President Volodymyr Zelenskyy condemned the decision, saying that easing sanctions in exchange for no concessions from Moscow will only give the Kremlin more resources to attack Ukrainian civilians.
