U.S. charges Ukrainian citizen over cybercrimes carried out on Moscow’s behalf

The charges were announced on the department's website on Dec. 9.

The 33-year-old Dubranova, known by aliases Vika, Tory, and SovaSonya, was extradited to the United States in early 2025 in a case linked to her support of the group CyberArmyofRussia_Reborn (CARR).

She now faces new charges related to her cooperation with the group NoName057(16) (NoName), which works for the Russian government. According to the U.S. Justice Department, Russian authorities supported both CARR and NoName, providing financial assistance. CARR used this support to access various cybercrime services, including subscriptions to distributed denial-of-service (DDoS) services.

“NoName was a state-sanctioned project administered in part by an information technology organization established by order of the President of Russia in October 2018 that developed, along with other co-conspirators, NoName’s proprietary distributed denial of service (DDoS) program,” the statement said.

The United States government charged Dubranova with conspiracy to damage computers, fraudulently accessing devices, and stealing personal data.

In addition, Dubranova is accused of involvement in NoName's cyberattacks on U.S. government institutions, banks, and transportation infrastructure, which could lead to up to 5 years in prison. 

These attacks included:

• Interfering with U.S. water supply systems, resulting in the leakage of hundreds of thousands of liters of drinking water;
• Attacking a meat processing plant in Los Angeles in 2024;
• Attempting to influence U.S. electoral infrastructure.

An individual operating under the alias "Cyber_1ce_Killer," associated with at least one GRU (Russian military intelligence) officer, was providing CARR leadership with instructions on targeting victims. At times, CARR had more than 100 members, including minors, and over 75,000 subscribers on Telegram.

Dubranova has pleaded not guilty to all charges. The trial concerning NoName is set to begin on Feb. 3, 2026, and for CARR on April 7. If convicted on these charges, Dubranova faces a maximum of 27 years in federal prison.
